General policies preface the plan, with individual project plans following, each of which includes critical milestones and metrics to monitor progress. The construction supervisor, superintendent, and/or construction manager will follow NVK procurement/purchasing policies and procedures. These procedures require that a minimum of three quotes be requested and no less than two quotes obtained for any purchase. For projects in which funds are 51% or more Tribal funds subject to Native American Preference, then the Tribe's procurement policy governing Native Preference in procurement shall be adhered to. For local purchases of consummable items as well as miscelleneous supplies needed for the project [i.e. fuel, replacement parts for tools/equipment, cleaning supplies, etc.], there will be a single solicitation for these goods and supplies, and a single blanket purchase order issued to the successful bidder, based on a representative list of consummable items, and a set authorization level for all charges for the construction period, to be specified in the purchase order.

|  | 2.4. NVK Equipment Use Policy & Fee Schedule

The Tribal Administrator is responsible for allocating the use of NVK equipment between projects in consultation with the project construction managers. All tools/equipment shall be numbered and an inventory maintained of all tools by the construction supervisor. For all equipment assigned to a given project, the construction supervisor or superintendent is responsible for approving all use of that equipment [4-wheelers, tools, etc.] by project workers prior to usage. All project related equipment/tools will be checked out by the construction supervisor to the worker using the Tool Checkout Form. The worker will be responsible for the cost of replacement of the tool if the tool is lost or stolen. Tools will be returned to the project job box at the end of each shift and the worker shall initial the Tool Checkout Form returning the tools. No un-authorized use of equipment/tools is permitted.

Construction Camp: The Tribe will supply a construction camp in accordance with the specifications of the Contract. The custodian of the camp will be the Project Superintendent. The camp is reserved for the exclusive use of a construction management firm, as well as intermittent funding agency project staff. The Construction Superintendent shall approve non-project related visitors to the camp. The construction camp shall be alcohol and drug-free. Camp Provisions: All camp provisions shall be direct charged to the project, including groceries, consummables, field office supplies, cleaning supplies, etc. An account will be established with local stores for camp supplies.

NVK received $600,000 in funding from the U.S. Housing and Urban Development (HUD), Indian Community Development Block Grant (ICDBT) program to assist in the rehabilitation of existing houses in the community that suffer from unsanitary conditions. The main goal of the Housing Rehabilitation project is to make 10 to 18 homes in Quinhagak free of the unsanitary conditions associated with mold and mildew. Poor construction and improper ventilation have left many homes damp and moldy. Homes owned by certain qualified (low-income) individuals living in Service Areas 1 and 2 will be rehabilitated as a result of this project. Moldy, desiccated materials will be removed, existing walls rebuilt, and structural elements that leak cold air and cause condensation repaired. The sections of the community identified as "Service Area 1" and "Service Area 2" will be also hooked-up to water and sewer in 2008 as part of a separate Village Safe Water (VSW) project currently underway in the community. Certain interior renovations are necessary before hook-up. Where appropriate, the rehabilitation project will, work in tandem with the VSW project with the necessary interior renovations. The NVK Housing Committee has selected an initial ten (10) qualified houses for rehabilitation. The local Project Coordinator is developing work plans for each house. Depending on the results of the assessments and work plans, additional houses may be added to the list as funds may continue to be available. Labor crews are being hired and trained, and lists of needed materials and equipment are being prepared. Procurement will begin upon HUD's approval of the Environmental Assessment, likely June 1, 2008. Rehabilitation work is scheduled to begin August 1, 2008. Ten Houses, Rehabilitation Items
